This book is the first comprehensive treatment of the law applicable to public utilities. It is described by the author as a great and important development in the common law. It is based on the transition from industrial freedom to regulation which preserves private interests by reconciling them with the public right, i.e., control of the rates and practices of the utilities for the public good. "Although companies should be left as free as possible to work out their problems within the law, they should be warned that they must not go outside the limits which the law is fixing,” states the author. Detailed review of the law is set forth in two volumes within the broad categories of Establishment of a Public Calling; Obligations of Public Duty; Conduct of Public Employment; and Regulation of Public Service.

Bruce Wyman was born in Boston, MA in 1876. He received an A.B. degree in 1897, and a LL.B. degree in 1900, from Harvard University. He was a Professor of Law at Harvard, 1901-1914, and at Portia Law School. He was engaged primarily in corporate practice, and he was also counsel for the National Civic Federation and an investigator for the Directors of the Port of Boston. He was the author of numerous books on the law. He died in 1926.
